3.人员:最好由一人独立完成,我们将优先考虑单独译者;或者由两三个人合作完成,最好互相之间比较熟悉,保持有效沟通;也可以由一人牵头组成翻译团队,但牵头人要负责掌握进度和最后艰巨的统稿工作。

Going Beyond Aid:Development Cooperation for Structural Transformation

This book focuses on sustainable and inclusive structural transformation and the need to go beyond aid in a multipolar world. Historically, structural transformation has been a powerful engine of growth and job creation. Traditional development aid is inadequate to address the bottlenecks for structural transformation and is hence ineffective. In our view developing countries are all at various stages of climbing the same “mountain” of structural transformation. In a globalized world no one can climb that mountain without learning and helping each other. For the objective of structural transformation, conventional North-South aid is insufficient, so we go beyond aid to study South-South Development Cooperation, which combines aid, trade, and investment to achieve broader development goals, including employment generation and sustainable welfare improvement. Our objective is to bring a new narrative to broaden the ongoing discussions of post-2015 development aid and cooperation as well as the definitions of aid and cooperation, by presenting new ideas and different perspectives from emerging market economies such as Brazil, China, India and other developing countries.

This book draws lessons from economic history, economic theory, and economic analysis to highlight the often forgotten fact that economic development always occurs in places where almost every one of the preconditions for success is missing or is suboptimal. From that observation, the book offers a pragmatic and realistic roadmap to generating shared prosperity anywhere in the developing world. It underscores the facilitating role of an enabling state, sheds light on the most effective patterns of public-private partnerships, and stresses the need for economists and policymakers to stay away from ideological postures and the hysteresis of distortions and ill-advised development theories (old structuralism and market fundamentalism).
