简 介：
青岛市教育发展基金会是根据青岛市人民政府一九九四年第十九次常务会议决定成立的。是贯彻实施《教育法》，加快青岛教育事业发展，动员全社会支持和资助教育的一项新措施。青岛市教育发展基金会经有关部门核准登记，是全市性教育发展基金管理组织。
青岛市教育发展基金会于一九九五年九月七日正式成立，由青岛市市长秦家浩任会长，中共青岛市委副书记徐长聚任顾问，青岛市副市长周迪颐任常务副会长。第一届理事会由青岛市５５个单位组成。根据《青岛市教育发展基金会章程》，于一九九八年九月九日举行青岛市教育发展基金会第二届理事会第一次全体会议，进行换届改选。由青岛市 市长王家瑞任会长，中共青岛市委副书记程友新任顾问，青岛市副市长马论业任常务副会长，第二届理事会由青岛５６个单位组成。
青岛市教育发展基金会接受并负责管理、使用国家机关、企事业单位、国内外社会团体和个人自愿捐赠的资金和物资，全部用于青岛市教育事业发展，组织开展教育教学改革实验，装备现代化的教育设施、进行国际教育交流与合作和用于奖励尊师重教的单位和个人。
现代社会最宝贵的是人才，人才资源的开发靠教育去实现，青岛市教育发展基金会将认真贯彻国家"科教兴国"的战略方针，致力于教育与经济和社会相结合，为加快青岛市教育现代化进程，提高全市人民的素质，培养更多、更好的人才。

青岛市教育发展基金会热忱期望社会各界有识之士为发展教育，开发人才，慷慨解囊！
根据国家有关法规和政策，以及本基金会的章程。
一、本基金会接受国家机关、社会团体、民主党派、企业、事业单位、各界人士和台湾同胞、港澳同胞、海外华侨、海外友好团体和人士的捐赠。
二、捐赠可用现金、实物等。
三、台湾同胞、港澳同胞、海外华侨、国外友好团体和人士捐赠的进口物资，海关根据国家有关规定给予办理。
四、凡捐赠的单位和个人，均编号登记在册，发给荣誉证书，并推荐新闻单位宣传报道，具体按以下规定实施：
（一）对捐赠一万元以上、十万元以内的单位或一千元以上、一万元以内的个人，发 给荣誉证书；
（二）对捐赠十万元以上的单位或一万元以上的个人，发给荣誉证书，并通过新闻单 位宣传报道；
（三）对捐赠三十万元以上的单位或五万元以上的个人，可安排为基金会的理事，发 给荣誉证书和纪念牌，并通过新闻单位宣传报道；
（四）对捐赠五十万元以上的单位或二十五万元以上的个人，本会根据捐赠者的意愿 、设立专项基金，其资助和使用将尊重捐赠者意愿；
（五）企业或组织给本会的捐赠经有关主管部门批准，在国家规定的政策范围内可享 受优惠政策。

BRIEF INTRODUCTION
The QingDao Educational Development Foundation(QEDF) was founded on September,1995 according to the resolution of the 19th Standing Conference of the Qingdao Municipal Government held in year 1994. This is a new measure in carrying out he law on Education* to mobilize the whole of society to support education in order to speed up the development of educational understandings. QEDF has been registered in the relevant government department. It is a municipal organization to manage educational development founds. The president of QEDF is Mr. Qin Jiahao who is the mayor of Qingdao city. Mr. Xu ChangJu, vice secretary of Qingdao Municipal Committee, is the adviser and Mr.Zhou Diyi, vice mayor, is the standing deputy president. The first council was formed by 55 units in Qingdao. According to the << Rules of QEDF>>, we held the first meeting of the Second Council in Spetember,9th ,1998 and some changes have been made during that meeting. Mr.Wang Jiarui, the mayor of Qingdao city was selected as President of QEDF. The vice-secretary of Qingdao Municipal Committee, Mr. Cheng Youxin, was the adviser and vice mayor, Mr.Ma Lunye, was the standing deputy president. The Second Council was formed by 56units.
QEDF accepts and responsible for founds and materials voluntarily donated by state-owned units, enterprises, social organizations and persons. The founds and materials are used to promote the development of education; to organize and implement educational experiments of educational and teaching reforms; to buy advanced teaching equipment; to conduct international educational exchanges and cooperation and to give rewards to outstanding teachers, schools and institutions.
People ability is the great treasure of modern society and this is the function of education to provide such kind of people. QEDF will carry out our country strategy policy of aking China to be prosperous through developing science and education*, and will exert itself to combine education with society and the economy. QEDF will also do it effort to accelerate the procedure of educational modernization, to raise the quality of the people in Qingdao and to train more and better qualified people.

Qingdao Education Development Foundation warmly expects that personalities of various circles will generously donate to the development of education and talented personnel.
In comply with the state law and policy, also according to the rules of QEDF:
1.QEDF accepts contributions by government bodies, social groups, democratic parties, enterprises organizations, individuals of all circles, compatriots in Taiwan, HongKong and Macao, overseas Chinese, foreign friendly organizations and individuals.
2.Donations can be either cash or materials objects.
3.Imported commodities presented by compatriots in Taiwan, HongKong and Macao, friendly groups and individuals will be free from duty according to Customs regulations.
4.All the donators, including enterprises and individuals, will be registered and to be awarded by giving glory certificate. We will also recommended the donators to the newspapers agency or other publicity media, the specific rules are as following:
a)Units with donation between 10,000 and 100,000 RMB and individuals with donation 1,000 to 10,000 RMB will be awarded with honorary certificates.
b)Units with donations over 100,000RMB and individuals with donation over 10,000RMB will be awarded with honorary certificates and reported by news media.
c)Units with donations over 300,000RMB and individuals with donation over 50,000RMB will be made council members of QEDF, awarded certificates and medals and reported by news media.
d)Units with donations over 500,000RMB and individuals with donation over 250,000RMB will be able to name special founds and their donation will be used according to their own wishes.
e)The enterprises and organizations which donated to the QEDF will be able to share some special policy in comply with the state policy scope after approved by some concerned departments.
