摘要:This study, based on a unique Chinese provincial panel dataset for the period from 1991 to 2011, investigates how political openness affects the quality and quantity of technological innovation. We use a novel political experiment, namely the Permanent System of Party Representatives (PSPR), implemented in China since 1988 as instrument for the potentially endogenous political openness measures, namely, political pluralism, ballot voting, political connection, and corruption. We find that greater extent of political pluralism and adoptions of ballot voting at provincial congresses significantly increase both the quantity and quality of innovation. Meanwhile, more prevalence of political ties among businesses significantly increases the quantity of innovation but decreases the quality of innovation. Finally, we find that areas with higher level of corruption tend to have lower quantity and quality of innovation.
