演讲人简介：美国佛罗里达国际大学公共管理助理教授，乔治亚州州立大学和乔治亚理工的联合培养的公共政策博士。2008年获得博士学位后，在佛罗里达国际大学（Florida International University）公共管理系任教至今。主要研究兴趣是美国州及地方政府的公共财政预算，财政管理，如州预算过程中的公民参与，州政府财政机制及管理对债券等级的影响，州和地方政府如何应对财经危机等。他的学术文章见于多种的英文期刊，如Journal of Public Administration Research and Theory, American Review of Public Administration 和 Public Budgeting Accounting and Financial Management 等。
